Daventry District Council is inviting households of Yelvertoft, past and current, to complete a Housing Needs Survey.

Housing Needs Surveys are completed to help identify current and future housing need. The information that is collected from the survey helps the Council to understand and work towards improving the housing supply to meet to identified need.

Each household in Yelvertoft will be sent a letter that details the way to access this survey, and will be able to complete the survey from 15th October to 11th November 2018.

Once the survey has been completed, a report will be made available on the Council’s website.

If you are a resident of Yelvertoft, please look out for your letter as this contains a reference number that you will require in order to complete the survey. If you are a past resident, please contact the Local Strategy Team on 01327 871100 for information on how you can complete the survey.

What is the Big Switch?

The Big Switch is a collective energy switching scheme that uses people power to try to secure cheaper energy bills for residents. Daventry District Council is working with switching partner iChoosr in this bid to help people switch to a better deal.

How much can I save?

Since its launch, the scheme has helped more than 1,000 homes across Daventry District save an average of £232 on their energy bills. Many people have saved far more!

Step One: Register for free. Anyone who pays a household energy bill can register for FREE for the scheme. There are a number of ways you can register and it’s an easy process, but you will need a copy of a recent energy bill or annual statement to complete the process.

Step Two: Sit back, relax. Once registration has closed, our switching partner iChoosr will invite energy companies to offer their best tariff to everyone in the scheme in a reverse auction process.

Step Three: Consider the offer. You will then receive a personal offer tailored to your household on the new tariff secured by the scheme. This will use the information you gave when registering to tell you how much you could save by switching. We cannot guarantee that everyone will save money. It depends on your current tariff arrangements.

School traffic at start of new academic year

At the start of the school year there will be children attending new schools transported by parents unfamiliar with the usual congestion associated with the morning school run. As such this is a good time to remind people of the following considerations to ease some of these issues;

  • Park with consideration to residents – do not block or overlap driveways.
  • Do not park on the corners of junctions as you reduce views and make it awkward for vehicles to safety turn into or out of a street.
  • Do not park across or impede pedestrian crossings or school zig-zag markings.
  • Do not drive along pavements when a road is blocked – be patient and wait for traffic to clear.
  • On congested routes plan ahead and do not proceed unless there is a clear space to use to give way to oncoming traffic or to allow traffic to give way to you.
  • Allow larger vehicles, such as buses, enough space to turn into or out of roads.
  • If possible join with other parents and share journeys to reduce the number of vehicles used and/or avoid congested routes.
  • Please be patient where a car has to cross a pavement to exit a carpark. The driver’s view may be restricted and this will be further reduced by pedestrians congregating whilst waiting to pass.
  • Be aware that children do not easily judge the speed of traffic and may step out into the road. 20 or 30mph may be the limit but generally much slower speeds are required.
  • Pedestrians, especially with young children, should use the side of the road with the widest pathway and wherever possible protected from flowing traffic by barriers or parked cars. “Why should we have to cross and use the other side of the road?” – If it’s the safest option in any situation then it’s worth doing! A large number of children using a narrow path will always be at risk no matter how busy the road.

The above list is not exhaustive and there will be occasions where people make errors of judgement, especially under pressure. We are all human so please be patient. Police officers will monitor where they can, however there are a large number of schools across the Daventry area all experiencing the same issues.

New Proposals for Yelvertoft Cemetery

New Proposals for Yelvertoft Cemetery

We are considering making some improvements to the cemetery and would like to hear residents views on our proposed plans.

Proposal 1: Cremated Remains Memorials / Spreading of Ashes

Place special memorial kerb stones, which can be inscribed, to be placed around the edge of the rose garden to form a circular bed. A gravel border to be created for ease of mowing. Further planting such as lavender could be placed in the area too.

Anyone with an existing cremated remains memorial would have the option to purchase a kerb stone at a reduced rate.

The Rose Garden and flower bed to be a special place for ashes to be spread.  Currently, there is no dedicated place in the cemetery for the spreading of ashes.

Should we have a large demand for the kerb stones then paths could be lined with the kerb stones as well as the rose garden.

Proposal 2: Cremated Remains Headstones

The area in the top left of the cemetery where the fruit trees are cannot be used for burials due to drainage. We propose to use this area for cremated remains mini upright headstones which are 24” high. Currently, only a small flat inscribed slab is permitted.

Introduction

Daventry District Council has resolved to undertake a Community Governance Review (CGR) pursuant to Part 4, Chapter 3 of the Local Government and Public Involvement in Health Act 2007 to consider parish matters.

There are currently 20 Parish Meetings across the District. A Parish Meeting is created when the number of electors in a parish is too small to create a Parish Council.

Section 11 of the Local Government Act 1972 allows a ‘Grouping Order’ to be made which allows smaller parishes to come together under a common council.

The Parish Meetings have been asked to discuss whether or not they would like to be considered for such an arrangement. Therefore, the Parish Meetings and their neighbouring Parish Councils are also included, in the event that any of them wish to be considered for a grouping arrangement:

The Council will undertake the review in accordance with the Guidance on community governance reviews issued by the Department of Communities and Local Government (DCLG) and the Local Government Boundary Commission for England (LGBCE) in March 2010 (“the guidance”).

What is a Community Governance Review?

A CGR is a review of the whole or part of the Council area to consider one or more of the following:

• Creating, merging, altering or abolishing parishes
• The naming of parishes and the style of new parishes
• The electoral arrangements for parishes, such as the ordinary year of election, council size, number of councillors to be elected to the council and parish warding
• Grouping parishes under a common parish council or de-grouping parishes

The Council is required to ensure that community governance within the area under review will be:

• Reflective of the identities and interests of the community in that area; and is effective and convenient

In doing so, the Review is required to take into account:

• The impact of existing community governance arrangements on community cohesion
• The size, population and boundaries of any local community or proposed parish or town council

Why is the Council undertaking the review?

The guidance states that it is good practice for principal councils (in this context that means this council) to undertake CGRs every 10-15 years.

Who undertakes the review?

A working group has been established to deal with the day to day work of the review, in conjunction with officers from the Elections Team. Chaired by the Governance and HR Manager, the Working Group will be responsible for considering each request and consultation processes received, before formulating recommendations to Council. The final decision relating to each recommendation sits with full Council.

Consultation

A full consultation document will be produced, detailing the proposals for each of the areas. The document will be emailed to the parishes concerned and published on a dedicated ‘Community Governance Review’ page on the Daventry District Council website. Paper copies will also be available on request for anybody without access to the internet.

If any requests are received regarding merging or splitting existing parishes, a specific document will be produced for those areas, outlining the implications of merging or splitting the parish. The document will be delivered to every address in the parish and will include a pro-forma style return slip and pre-paid envelope so that residents can let the council know if they support the proposals. Officers from the Elections Team will also look to hold consultation drop-in events in the affected parishes, the details of which will be finalised as and when they are required.

Additional consultation briefings or explanations may be arranged as required, or incorporates into existing events, such as Parish Clerk Forum meetings.

All consultation documents will also be available via the consultation portal on the Daventry District Council website, so that people can respond electronically if they so wish.

All consultation responses will be logged and reported back to the working group and full Council. Names and addresses of individual respondents will not be included in the central log for data protection purposes. Responses received from parish councils will be highlighted as such and will be assumed to be an official response on behalf of the whole parish council.

Timetable for the Review

The 2007 Act requires that the principal council must complete a CGR within 12 months of the date of the publication of the Terms of Reference. The proposed timetable below complies with the legal requirement.

Why are we doing this work?

Severn Trent Water are investing in the Yelvertoft Sewerage Treatment Works. This work involves installation of new process equipment to improve the treatment capacity of the works. These upgrades will help improve the quality of the receiving watercourse, whilst continuing our high standard of waste water treatment into the future.

When is the work taking place?

The scheme is planned to commence in the Summer of 2018 and we plan to complete the work by the end of 2018.

Why is the work taking place?

We plan to carry out work in a way that is designed to have the least impact on you, your daily routine and your local environment. If you have any issues about the work before, during or afterwards please do not hesitate to contact us with the details provided at the end of this letter.

Please be aware of the following:

  • There are no expected road closures
  • There is no planned night or weekend work
  • You will notice more activity on site than normal
  • A slight increase in local traffic is to be expected due to labour and delivery vehicles
  • Main groundworks planned to coincide with School holidays to minimise impact of traffic along School Lane.

Free Advertising for your Events

The next edition of the Daventry Calling magazine will be delivered to households district-wide from the week commencing 24 September 2018 and will promote events taking place from the end of September to the end of November.

If you have any events taking place during this time, please could you email them to us on news@daventrydc.gov.uk by Monday 23 July 2018.

They will also be added to the events page on our website and some will be included on the Love Daventry ‘What’s On page’

If you have already contacted us to tell us of an event you do not need to do so again. If your event falls before September, please feel free to send it to us anyway and we can add it to the online events page.

Please also send any relevant pictures you may have – a picture from the same event last year, of the band or choir if it is a concert, or maybe a nice photograph of the venue. It all helps us improve the design of the spread.

NEW COUNCILLORS / NEW PRIORITIES

We are pleased to announce that following the election we now have a full council – 9 Councillors in total.

It was agreed at our May meeting to change the way we do things. Councillors will now be working on projects in teams and we identified 6 priority areas following feedback from residents:

  • cemetery
  • flooding
  • KGV field
  • crime & safety
  • transport
  • community

If you would like to be part of any of these teams then we would love to hear from you.

All our areas of work, and budget, will now feed into these priority areas.

New Bin Collections

New recycling bins to be delivered District-wide / New Bin Collections / Charge for Brown Bin

New recycling bins are being delivered to households across Daventry District in preparation for changes to the collection service this summer.

The blue-lidded wheelie bins will replace the red and blue recycling boxes from 4 June, removing the need for residents to separate their recyclables and providing extra space to recycle large cardboard.

They are being delivered to nearly 38,000 households over the course of the next five weeks ahead of the new 1-2-3+ Collection Service, which is being introduced by Daventry District Council (DDC) and its new environmental services partner Daventry Norse.

Anyone who does not receive their new bin by 31 May should contact DDC by emailing recycling@daventrydc.gov.uk or phoning 01327 871100. Residents who do not receive a bin within two days of their neighbours receiving theirs should also get in touch with the Council.

People should continue to use their old recycling boxes until the last collection before the new service starts on 4 June.

It is not planned to collect the boxes after the switchover. Once washed out they can be put to a range of different uses, or alternatively taken to a household waste recycling centre.

Collected fortnightly, the new blue-lidded bins will give people more space for recycling over two weeks than the current weekly box collections, and will help stop items getting wet or blowing away.

They form part of the new 1-2-3+ Collection Service, which will comprise:

  • 1: a weekly food waste collection
  • 2: a fortnightly mixed recycling collection in a new blue-lidded wheelie bin
  • 3: A general waste black bin collection every three weeks
  • +: An optional fortnightly garden waste service for an annual fee of £35 per bin, per year.

More details about the new service, including information about changes to collection days, will be sent out to households in the coming weeks.
